[ http://www.selindesign.net/products/300zx-dual-intake-elbow-kit ] I have made stuff like that bracket and that plate using my vise and my 3lbs hammer and my drill and my own custom mini-brake bar placed in the vise. I'm assuming you have the air-filter venturis so you could just take those with you to the hardware store or Fastenal and get the appropriate size bolts/washers by fitting them at the store. If you can't find the hardware used and don't want to pay new for the Selin originals or they don't sell it separately, you could probably have a local metal-shop make it up for you :)
